What is a Czar, and Why Does Obama Have 16 of Them?

Czar – noun

1. An Emperor or king
2. An Autocratic ruler or leader
3. Any person exercising great authority or power in a particular field

(source dictionary.com)

Before you get worked up over the definition of a Czar, it should be known that we have used them in our history before. Roosevelt was the first president to use Czars in his administration, they were, at the time called Dictators. They were in place to regulate certain parts of commerce, similar to the Obama administration. Nixon used Czars as well but calling them “Dictators” would be a bad political move, so he named them Czars. They have been used by a few presidents since, rarely and in cases of Emergency because of the power they hold.

The power Czars have is the reason they are used. Like the president, they are part of the Executive branch, and do NOT answer to the congress. They are not appointed by congress and go through no vetting process. They can claim executive power if they are asked to testify before congress, and do not have to answer questions to congress, or the American people. Obviously they are not elected officials so the American people have no say in who gets the job, and if they do a poor job, only the President can remove them.

Under the Obama administration, Czar Usage has been taken to a whole new level. In the few months that Obama has been in office he has appointed 16 Czars, they include,

· Energy Czar, Carol Browner
· Border Czar, Alan Berstein
· Pay Czar, Kenneth Feinberg
· Car Czar (Leader of small taskforce), Steve Rattner
· Urban Czar, Adolfo Carrion Jr
· Infotech Czar Vivek Kundra
· Faith Czar, Joshua DuBois
· Health Reforme Czar, Nancy-Ann DeParle
· TARP Czar, Herb Allison
· Stimulus Accountability Czar, Earl Devaney
· Non-Proliferation Czar, Gary Samore
· Terrorism Czar, John Brennan
· Regulatory Czar, Cass Sunstein
· Drug Czar, Gil Kerlikowske
· Guantanamo Closure Czar, Damiel Fried
· Great Lakes Czar, Cameron Davis

Credit to David J Rothkopf for is Article on ForeignPolicy.com for many on the list!

Together this List of Czars oversee Billions of US Tax Dollars and they don’t have to answer to Congress or anyone. Obama doesn’t have to go before Congress to get approval to spend he just appoints another Czar. The Irony behind these Czars, most of them mirror current administrations in our Government. There is a Department of Homeland Security, and Border and Terror Czars, a FDA and a Drug Czar, a Securities and Exchange Committee, and US Treasury, but also Pay Czar, and Regulatory Czar, the list goes on. Why would be the incentive to use Czars over current branches of Government to get the Job done?

That is where Regulation, Power and Control fit into the big picture. The current forms of Administrations all answer to the Congress, they Report to the President but Answer to Congress. They get all their funding from Congress and Congress has the power over them. This has been part of our government’s “checks and balances” for hundreds of years, and is Vital to our Country’s freedom. With this significant entourage of Dictators, oops I mean Czars, the Obama administration gets to exert MORE Executive power over other Agencies of the Government. Who knows how long this List of Czars will get, it seems at this rate Obama will fufil his promise to create 100K jobs this summer by appointing 100K Czars to his Administration.

While many on this list of Czars were appointed more as figureheads to fulfill promises during his campaign, they still oversee Billion of US Tax Dollars and are completely unregulated. For instance the Great Lakes Czar to, “Oversee the Environmental Protection Agency’s efforts to clean up the Great Lakes,” is not really a big deal, I mean they only have 5 Billion to spend (Obama was praised by the Media having a task force appointed to save 100 million from the budget over the course of 90 Days). Some of these Czars oversee Hundreds of Millions of Dollars, and in the example of the Pay Czar, will be pushing for controversial private sector regulations on the Salaries of executives. Regulations like this should be going through Congress and the US Treasury, not a person who answers to “no one except the president”.

  1. Thanks for a list of all the "Czars". It will help me research their backgrounds. I wonder how much they get paid, and if they are on a open expense account.

  2. Great article, man. Keep it up. I don't remember seeing anything in the Constitution about Czars. Do you?

Anywho, I'm a young conservative myself at 16. I'm bookmarking and adding your blog to my RSS reader as well as my blogroll. I hope you'll do the same to mine. http://theotherwiseminded.blogivists.com/

I do not know how much each one makes, I know that the "Pay Czar" said in a interveiw on CNBC that he is working pro-bono without pay. However that does not stop them from recieving gifts from special interests.

Good to see more conservatives from the younger generation. Much of the time, with most public school systems being union, the conservative veiws do not get a fare shake in our education system. That is allot of the reason the 18-24 crowd went for Obama last election, that and the MTV factor.

As far as the constitution, that is exactly why this administration IS using Czars. They do NOT fall under the protecions of powers in the constitution and thus have zero accountability. They have all the benefits of the executive branch, but unlike the president do not answer to congress.

Keep up the good work, keep yourself educated on BOTH SIDES of the issues, and do what you can to spread the conservative message, in a respectful way.

    Thanks for the comments.

  4. I was researching Czar pay as well and google directed me here. It's too bad all the great sites like this can't be bundled into something along the line of Drudge. I will add your link and RSS feed to my site as well.
Bravo to all who have sought out this site as they are seeking enlightenment.

  5. I'm not so much worried about how much they make as I am about the control and power this gives the President. Just heard he now has 32 Czars and appointing more. By the time his four years are up, he'll control everything including the people. What are your thoughts on this?

    ReplyDelete
  6. Now he as 33 and counting, all I can do is shake my head, and count down the days of his administration. This is getting comical to say the least. And now he won't answer questions to a second stimulus package... I think the last stimulus was just to pay back all the business' that got him to the white house, maybe this one will help the rest of us... And hey how about small businesses that make this country grow and prosper... HELLO any one home or is it "date night????"

  7. At this rate, every city will have its own czar in four years. by the end of eight years maybe each head of the neighborhood watch will report directly to the president as a czar.

  11. From where does the CZAR derive power? Under what authority is it granted. If it is not in the Constitution(and it is not) does just by saying someone has power automatically give it to them? Who says they have such power if it was not given to them by the people and by Congress? What happens if you decide to ignore their orders? If they are not granted power by Congress or the People, what lawfull authority do they represent? If they work for the president, and are his mouthpieces, is not the president subject (at least in theory) to the people, so these Czars are only an extention of the president? Since the president can make no laws, and we have no obligation to obey him (doing so would give him the power of a dictator) under what authority must we obey the Czars? I say we must make a choice to purposefully ignore rules and laws passed to us by a Czar or a president, and obey only the laws passed through the Constitutional process.

  12. Watch Glenn Beck for the next 5 days. he is bringing out all questions and answers to the public, about obamas administration, and it is scareing me out of my witts. If obama is doing the stuff that Mr. Beck says ,We better get our guns loaded.

  13. Damn this czars ... talking about power abuse by Pres. Obama -- I just can't believe this and only a few media people are covering this. I wish everyone is continuously supporting Mr. Beck - he is definitely being attacked because of all his reports concerning czars, acorn, and other shady stuff the current administration is doing.

  17. this is an outrage. These Czars are being put in without the authority of the American People. the governtment is taking our rights away right our from under our noses. The government is pushing us out of the way and trying to take all of the power. where do we draw the line and finally stand up like our fore fathers who fought in the revelutionary war and put an end to the reign of King George in America? These czars are people who can do anything without the our consent. and that is scary. and having a president like the one we have now, it becomes even more scary, because they can run free and make our free nation, one in captivity because we won't have a say in what they do. sorry my post is so long, but it is a scary time, and i am glad that there are others out there that will fighting for the cause of freedom

It is scary to me that people, our younger generation, are not only educating themselves on this administration and politics but that thanks to the language NOT CAREFULLY used by most individuals from both sides, these kids are becoming extremists, like the one who wrote the above statement. I believe in fight, but lets not lose our morals and values. We must remember that Republicans, Democrats, President, or People, we are all still human beings and I like to think that though some of us have more money than others, we are the higher animal and are, therefore, civilized creatures. We don't need camps like the ones in middle eastern to teach our kids hatred, looks like blogs, news stations, & most people are doing a fine job it here.

  19. First off.."Glenn Beck is the MAN" go Glenn....one down and 30 something to go!
Did any one ever wonder about the amount of interest that is accruing on the UN-SPENT $700+Billion in stimuli money. I duno.... maybe it's just me! But it makes you kind of wonder, you see it being printed on TV every time you turn it on...Ya think it is in a big box next to Obamas desk?...hmmmmm, maybe Mrs. O and the kids are using it to play MONOPOLY...ahhh,that could be.
Try this, the next time you are in your favorite bank. Ask the bank manager to figure the interest on your savings account if you would deposit...let's say,(here is a figure just off the top of my head)....700 Billion....I mean he is there for you,to answer your questions and make your visit a pleasant one...that's what my bank staff tells me....you know when you are done with your transaction they always smile and say" Is there anything else I can help you with today Mr.Howiseezit?.... just say yes, could you please figure the question above about the interest on $700 million and kindly say, I will stop back tomorrow for the answer or just text me. good day!

Anonymous, I COMPLETELY agree that some people take the wrong attitude about this. I watch Glenn Beck nearly every night, but I am very disapointed with the language he uses sometimes. However, I think you're wrong to believe these types of blogs, news stations, etc. are preaching hatred. I recently wrote an article about this on my blog:

Our president is "evil" and I'm just concerned about how much damage he can do in four years, as I am confident he will not be re-elected. You know what they say, "fool me once, shame on you; fool me twice, SHAME ON ME!"

  22. This comment is very telling: "I watch Glenn Beck nearly every night, but I am very disapointed with the language he uses sometimes." -Watch every night? Sometimes?? Glen Beck is Howard Beal without the charm. Neocons, and I call you that because you are not even real conservatives, have lost their minds - "A black president??!! AAAAAAIIIIEEEEEE!!!!! He's a Kenyan-Indonesian Communist Fascist Socialist. Run for the hills!!"
And you guys are so dishonest with even yourselves that you started up with this craziness. We've had "Czars" for years. Big deal. Bush was setting up his own private dictatorship for years and you guys said nothing, or even cheered him on. Why complain now? "Beacause he's not one of us" is the answer. Now you guys are feeling the heat because people are starting see you for the wackos that you are.

Since the Birthers are not making too much headway, I guess it is time for the "Czar" conspiracy. They should just be honest and say "No darkie's gonna be my President!!" and be done with it. They would feel much better and they could be honest with themselves and the general public - highly unpopular, but honest..

  26. Brianna, thanks for the invite. I read your article and after reading it, your invite did not make sense to me. If you read my post again, you will notice that not once did I mention race (this goes to show just how much people are starting to believe the hype-whether their own or not). Many things provoke hatred, not just race or party. Words are very powerful and neither side seems to take that into consideration when confronting an issue. The statement the 19 yr old made proves just how much influence all of this has on our youth. This is causing psychological issues over looked by most only because it is convenient to do so, for whether we psychologically mess up our kids or not, the fight must go on. My post was not about race but concern for all who are influenced by words of hatred. Hatred is expressed in a little comment like "it's all because of the republicans, or it's all because of the democrats” or bigger negative or sarcastic comments (one only needs to read between the lines which lately has not been tough to do at all). My point in that post is that we are all America. Notice I said AMERICA not Americans. We all make up this beautiful country all other countries look up to-lets not show weakness by losing our cool, moral, or values. I agree with your article, one has the right to disagree, for we are all different. It is disagreeing with the bashing that I have a problem with. Oh, before I end this post, I would like you to know that I am not a Democrat or Republican-my opinion, unlike the one in your article, is unbiased. I’m an independent taking in points from both sides and viewing the bashing from both sides as well-this was my reason for my post. Lets have some class when debating an issue, this is embarrassing for our country not just black, white, demo, and rep. Your article was interesting and you are a great writer. I wish you the best with your goals (I read your profile). Again, thanks for the invitation.

  27. Its "we are all America" when the Neocons are out of power; then its "With Us or Against Us" when they hold all the cards. Typical neocon double-talk, you are not fooling anyone.

  28. Hey Kids - 90 % of you sit in the big,fat middle area of America which is just a touch moderately, conservative. You may hate liberals, but over 1/2 of your moms and pops get their heath care from the govt. from Medicaid, Medicare, VA, or from working for the govt. in some way. You may hate conservatives, but they do provide a counter-weight and historically have provided some very decent legislation.
Unfortunately both parties have become guilty of resorting to ideology because easy answers are a thing of the past. Think about this: We went from Wilber Wright to landing on the moon in less than 60 years. Unfortunately, our fiscal mistakes are going to be as momentous and you are going to bear this burden. You can thank the Republicans for this. And the Democrats too. I suggest you become very good a something you love dearly. Your life will depend on it no matter who is in office. So unless you want to be a politician, stop watching TV and read books instead. Don't say I didn't warn you.

Actually, the people I know who disagree with how Obama is changing our nation were just as disappointed in Bush. Probably the main thing thing that I, and like-minded people I know, liked about Bush was the fact that he was a Christian... but we were no more happy to see him "set up his own private dictatorship" than we are to see Obama do the same, only on a greater scale. I, like you, disagree with people calling the president evil. I SINCERELY wish that BOTH sides could just stop with the name-calling.... please, America, I beg you!

About Glenn Beck - I probably don't know ANYONE with views like mine that was more opposed to Bush than he was. A lot of his enemies like to hammer him with that common argument: "Why didn't you speak out about Bush? He wasn't much worse than Obama." Glenn Beck has gotten very tired of answering this question: HE DID SPEAK OUT AGAINST BUSH! Obviously, these types of people haven't watched his shows until now...

    ~*~*~

"Brianna, thanks for the invite. I read your article and after reading it, your invite did not make sense to me. If you read my post again, you will notice that not once did I mention race..."

I apologize for that; I do understand that my article probably wasn't directly related to your comment, but it was the same general topic. Racism was one of the many things I covered in that article, and that had nothing to do with your comment; but the main reason I recommended it to you was because you talked about "extremists" and news stations that taught "hatred". I just wanted you to see that the majority of people speaking against the president and his administration are not hateful extremists; we just want to ask peaceful questions, and receive reasonable answers.

But as you know, since you say you are a Christian, humans have been susceptible to sin since the curse at the beginning of time; so in every situation where there is an argument over something good or just, SOMEONE seems to defend it with the wrong attitude. Someone will stand up using hate and anger - when like you said, Jesus commands us to turn the other cheek. Even though their cause may be right, they use a very wrong approach. I see that with some of the people commenting on this blog; I agree with what they're defending, (the rights and freedoms of our constitution), but name-calling and nasty words are NEVER the right way to do it.

Thank you for reading my blog and wishing me the best with my goals. As your comment there deals with slightly different issues, I'll respond to it separately on my blog.

    Blessings,
    Brianna

There needs to be a check or balance on this. I propose that we start a petition to install congressional regulations on who can be named czar and what their minimum level of qualification/education must be as well as what constitutes derilection of duty and how the American people can have one fired for said derilection.

I grew up in a conservative house, but I decided to think for myself rather than follow what party lines say.
